Take I-95 to the Port Orange exit and follow the signs. There is drive-on-the beach access before you get there. Otherwise you can pay the $5 per car, then park and walk to the beach and also there is a nice jetty along the north side of the inlet. Good for fishing.

For $5 you can take the spiral staircase to walk to the top for observation, but its 11 stories up so take a deep breath first. The gift shop at the bottom is free and there is a free playground for toddlers.
