Carol I'm actually south of Seattle, I'd tell you places to sight see but I don't know of any up by Bellingham!
Plumania if you're alright with it, I'm sure you could just tuck the cuttings somewhere safe! For the specifics of the law, I would look up the agricultural department for your state. You may even need to send an email asking about cuttings. If you do, let us know what you find out please!

I would of liked to, but most of my hoyas are so small I dont have anything to snip... I have to wait a few years I guess before I can swap.... Darn this hobby takes patience - lol
