I bought some little pellets that you can sprinkle on the top of ponds, water troughs, even bigger pods, ditches, anything - it's harmless to anything other than mosquito larvae, and it's related to the BT that you can get for moth and butterfly larvae on the broccoli - it's called Aqua-Bac, but I'm sure you can find it under other names.

I usually keep any old window screens to put over the top of rain barrels, or use old sheer curtains and tie them over the top with elastic or string.
