Welcome Blue! Good to see you're still growing dahlias. That looks like sunburn to me. If I see leaves like that, I just pick them off; they're never going to go green again, so why leave them? I don't think it's a disease; I think it's a matter of sunburn or fertilizer burn, or lack of water? How many dahlias are you growing this year?
