The International Nuclear and Radiological Event Scale determines the Level of a danger an "Accident" or and "Incident" may present. Fukushima nuclear explosion March 12, 2011 was first declared to be a Level 5 and later settled to be a Level 7. Chernobyl was a Level 7.
