Popcorn retains high viability for many years at room temperature.

In the freezer it will remain in suspended animation, so germination will remain approximately the same on dry seed as when it went into the freezer. Popcorn sold for popping has higher moisture in it than is optimal for storing as seed so there might be some freezer damage, but it should be minimal. Put some on a damp paper towel inside a plastic bag at room temperature and let us know how they do.
