The main problem I see is that they were doing this in an actual library which probably receives, at least in part, federal funding.
If they would move the seed library to a church or to a private residence, change the name to something like 'seed exchange', and keep a low profile it should still work. It is a good idea. Alternately, they could become a registered non-profit organization, like Seed Savers Exchange.
